All of them suffer or suffered from latency to and thru the modem with their baseline firmware versions. The CGN3 and CGN3ACR will show a 5 to 6 ms ping time to the modem with their current firmware.

I have seen reports of this on CGN3ACR and I believe on CODA. In the case of CODA, the production firmware has an IPv6 firewall but for other modems, it really depends on the version of firmware. So to help me investigate this further, would it be possible to provide the Rogers modem model you are using and the firmware version. …
The biggest difference I noticed is that prior to the cable going down, my signal-to-noise values for the 32 DOCSIS channels were between 37 and 38. Now they're between 33 and 34. There was also a slight change in the 3 upload channel signal values. Prior to today's outage, upload signal values were 33, 34, and 37.

To do this, log into the modem thru the router, using 192.168.100.1 to access the login page. Log into the modem and navigate to the BASIC .... GATEWAY FUNCTION tab. Enable the Residential Gateway Function and save the changes. The modem will reboot into Gateway mode with its previous Gateway settings intact.

From there, start the login process at 192.168.0.1 and you will see the start of the modem set up sequence. From what I remember, all you need to do is enter the wifi passphrase at which point the sequence ends. Unless Rogers has change this, the sequence ends and the modem becomes operational.
